Energy Management (EM)<\/strong> is not only a smart tool for saving energy and reducing costs today, but also an important part of legal obligations that apply to municipalities and public institutions.<\/p>

By implementing EM, each municipality gains an overview of its consumption, identifies potential savings, and can effectively plan building upgrades and investments in renewable energy sources. What does the law say?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

According to Act No. 406\/2000 Coll. on Energy Management, a municipality must:<\/p>

  • Ensure an energy audit if the average annual energy consumption over the past two years exceeds 500 MWh (\u00a79 para. 3).<\/p><\/li>

  • Conduct regular inspections of heating and air conditioning systems with an output over 70 kW, at least once every 5 years (\u00a76a and Decree No. 38\/2022 Coll.).<\/p><\/li>

  • Provide an Energy Performance Certificate (EPC) if the building is larger than 250 m\u00b2 and used by public administration (\u00a77a para. 1).<\/p><\/li>

  • Display the EPC visibly in the building if it is intended for public use and meets the above criteria (\u00a77a para. 1d).<\/p><\/li><\/ul>

    Failure to comply with these obligations may result in an administrative offence and a fine of up to CZK 5,000,000 (\u00a712a).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

    Implementing an energy management system (EMS)<\/strong> provides municipalities with an effective tool to meet the legal obligations outlined above:<\/p>

    • Consumption audit<\/strong>: EMS enables continuous monitoring of the municipality\u2019s annual energy consumption, helping to identify in time whether the 500 MWh threshold is exceeded, which would trigger the obligation to carry out an energy audit.<\/p><\/li>

    • Inspection of technical systems<\/strong>: EMS includes keeping records and monitoring the operation of heating and cooling systems. This makes it easy to track when mandatory inspections of equipment over 70 kW are due.<\/p><\/li>

    • Energy Performance Certificate (EPC)<\/strong>: Data collected through EMS serves as the basis for preparing the EPC and allows tracking the building\u2019s energy performance over time.<\/p><\/li>

    • Penalty prevention<\/strong>: A systematic approach helps municipalities ensure that all legal obligations are met on time and properly documented\u2014thus minimizing the risk of fines from the State Energy Inspection.<\/p><\/li><\/ul>
