Energy Management (EM) is not only a smart tool for saving energy and reducing costs today, but also an important part of legal obligations that apply to municipalities and public institutions.
By implementing EM, each municipality gains an overview of its consumption, identifies potential savings, and can effectively plan building upgrades and investments in renewable energy sources. At MAS Podlipansko, we actively support municipalities in this process – from initial analyses to concrete measures.
According to Act No. 406/2000 Coll. on Energy Management, a municipality must:
Ensure an energy audit if the average annual energy consumption over the past two years exceeds 500 MWh (§9 para. 3).
Conduct regular inspections of heating and air conditioning systems with an output over 70 kW, at least once every 5 years (§6a and Decree No. 38/2022 Coll.).
Provide an Energy Performance Certificate (EPC) if the building is larger than 250 m² and used by public administration (§7a para. 1).
Display the EPC visibly in the building if it is intended for public use and meets the above criteria (§7a para. 1d).
Failure to comply with these obligations may result in an administrative offence and a fine of up to CZK 5,000,000 (§12a).
Implementing an energy management system (EMS) provides municipalities with an effective tool to meet the legal obligations outlined above:
Consumption audit: EMS enables continuous monitoring of the municipality’s annual energy consumption, helping to identify in time whether the 500 MWh threshold is exceeded, which would trigger the obligation to carry out an energy audit.
Inspection of technical systems: EMS includes keeping records and monitoring the operation of heating and cooling systems. This makes it easy to track when mandatory inspections of equipment over 70 kW are due.
Energy Performance Certificate (EPC): Data collected through EMS serves as the basis for preparing the EPC and allows tracking the building’s energy performance over time.
Penalty prevention: A systematic approach helps municipalities ensure that all legal obligations are met on time and properly documented—thus minimizing the risk of fines from the State Energy Inspection.
In this way, energy management is not just an “extra,” but a practical solution for legal compliance and effective use of public funds.
ENERKOM Podlipansko offers municipalities support in the following areas:
Development of energy concepts and plans (MEK, SECAP)
Implementation of an Energy Management System according to ČSN EN ISO 50001
Consultancy on subsidy programs (e.g., OPŽP, IROP, NPO)
Implementation of tools for monitoring and evaluating energy consumption
Integration with community energy and photovoltaic (PV) projects
